After a caustic battle between the old frontier town of Jaysburg and co-founder Michael Ross's swampy upstart town of Williamsport, the latter took the title of County Seat. Ross offered lots of his property for the building of a county courthouse and jail. Nearly a decade later, Williamsport's first courthouse, built by John Turk and Edward Gobin was finished in 1804. Williamsport's second court house was built in 1860 (Architect Samuel Sloan) and the present court house in 1970. In his will, Brown bequeathed $400,000 to the city, and stipulated that $150,000 be used to erect and endow a public library at the corner of Fourth and State Streets. The James V. Brown Library opened its doors in June 1907.
